Cape Cod Homeowners' Guide to Title 5
Title 5 wastewater disposal regulations affect all of us on Cape Cod. APCC has developed the Cape Cod Homeowners' Guide to Title 5 to help Cape residents and professionals better understand the requirements, benefits and limitations of Title 5.

This book provides a thorough, non-technical, explanation of Title 5 guidelines. The main objectives of the guide are to:

  • Increase public understanding of Title 5 on Cape Cod.
  • Answer questions and address concerns that homeowners commonly have about on-site wastewater disposal systems and Title 5.
  • Broaden public awareness and use of "alternative/innovative" wastewater disposal systems.

The Enemy Within: The Struggle to Clean Up Cape Cod's Military Superfund Site

About the author: Seth Rolbein first saw Cape Cod on a map when he was 12 years old. Although no one else in his family had ever been there, he immediately wanted to go. That desire has transformed into a lifelong passion. Mr. Rolbein has worked in both the print and television media. He contributes to The Boston Globe Sunday Magazine, Yankee Magazine, and many other publications. Five of his documentaries have aired on National Public Television in recent years, including his most recent, set in Cuba. This is his third book of non-fiction. The first, Nobel Costa Rica, explored a fragile democracy in Central America. The second, The Enemy Within, began his work on Cape Cod's military Superfund site (which continues in these pages). St. Martin's Press has also published his novel, Sting of the Bee, set in Jamaica.

About the editor: Hamilton Kahn is Editor of the Provincetown Banner and the Advocate, an award-winning weekly newspaper covering the Outer Cape towns of Provincetown, Truro and Wellfleet. A former staff writer and editor for the daily Cape Cod Times and twice-weekly Cape Codder, Kahn lives in Wellfleet, moonlights as a musician, and is the proud father of two sons, Ian and Matthew.
